Portsmouth Man Dragged By Car After Fight

A Portsmouth man, trying to protect his mom, was dragged by a car and a search for a missing woman. We break down the highlights of the Portsmouth Police Chief’s Daily Briefing.

Can’t We All Just Get Along?

Just before 12:30 am, officers responded to Frank & Steins Lounge for a report of a fight. When police arrived on the scene a man told them he attempted to break up a fight in progress and was punched in the mouth for his trouble. He did not require medical treatment and refused to file a report.

Suspicious Activity

  • At 5 am, a Findlay Street caller reported someone yelling for help in the back of Alexandria House. Officers discovered a man with an open warrant from the county. Police took him into custody.
  • A Hudson House resident contacted police at 6:47 am to report someone had written her name and Social Security Number in the elevator. She claimed this has happened three times. Officers suggested she have PMHA check the security cameras to find the culprit.
  • Just after 1:30 am, a caller reported a shirtless man punching the Bob & Floyd Tire Sales building. It turned out to be a man that police have arrested 39 times for similar incidents. The officer told him to put on his shirt and keep it down.

Cry For Help

  • An anonymous caller reported hearing a man threatening to kill himself at the BP at 6:36 am. The man told officers he was having a rough time but said he did not plan to harm himself. He refused an offer of mental health assistance.
  • A worried parent alerted police their son was on the roof of their home attempting to hang himself with a cord. Just after 7:30 am, officers detained the man and arranged for an ambulance to transport him to the hospital.

Hey! That’s My Stuff

  • Police responded to 17th Street at 6:45 am for a report of a busted window on a vehicle. An amp was missing from the car.
  • Stack N Go Storage contacted PPD at 9:33 am to report someone attempted to cut a catalytic converter from a vehicle.

Missing Daughter

A worried father stopped by PPD to report his adult daughter missing just before 10 am. He told police he’d last seen the woman at their home in Beaver three days previously.

He thought his daughter might be in Portsmouth and said she is known to frequent the Four Keys Inn, Royal Inn, and Roadway Inn. Since he lives outside of the city limits police suggested he contact the Scioto County Sheriff’s Office.

Roach Coach

A traffic stop on 8th Street at 11 pm, cost a woman her vehicle and the passenger her pot. Police issued a citation to the driver for no license and no tags, then impounded the vehicle. The key was partially broken in the ignition, so police arranged to have it towed.

Officers confiscated a small burnt marijuana roach from the passenger and impounded it to be destroyed.

Felony Warrants

Police busted two people with nationwide pickup warrants listed in the FBI’s National Criminal Information Center database at a 10th Street address at 11:30 am. The pair were wanted in Arkansas.

Officers took Eli Robert Burrow and Elizabeth Steadman into custody. Burrow had meth and two syringes in his possession.

PPD transported them to the Scioto County Jail.

Under The Influence

  • Officers responded to a report of a woman overdosing in a parking lot on Young Street at 5:52 pm.
  • At 8:13 pm, a caller reported an overdose at a Kendall Avenue apartment. The fire department transported the victim to the hospital for treatment.

Breaking and Entering

A High Street caller reported three people with flashlights inside of a condemned house at 8:46 am.

Officers said the couple they stopped was belligerent at first but calmed down after they detained the woman.

Man Dragged By Car After Fight

An altercation on Robinson Avenue just before 10 pm ended with a man being dragged by a car. His mom told officers it happened when she got into an argument with a man in the vehicle.

She got out of the vehicle and reached inside for a backpack. When the driver attempted to leave, her son tried to stop the vehicle and was hit by the car.

An ambulance transported him to the hospital. She did not want to press charges. Officers also checked in with the people in the vehicle. They did not wish to file a report.

Unresponsive Mom

Officers and EMA answered a call for an unresponsive mom at the Shawnee Apartments just after 5 am. There were children present, so police notified CPS.

The woman refused medical treatment. CPS told an officer they came out to the scene and developed a safety action plan with the family.
