Man Arrested for 23rd Time After Domestic Violence Report
A man with a long criminal history found himself back behind bars for the 23rd time after a domestic violence report on 18th Street.
Officers responded to a call saying that Josh Phipps was yelling at a woman in a parked vehicle just after midnight.
Police responded to the scene and took Phipps into custody. They photographed his alleged victim and took information for a report.
Police arrested Phipps for domestic violence and transported him to the Scioto County Jail. Phipps’s previous arrests include multiple probation violations, DUI, endangering children, petty theft, drug abuse, driving without a license, failure to comply, receiving stolen property, and failure to appear.
Per the court, Phipps was almost immediately released from jail after he was booked.
