Just after 3 pm, a driver lost control of his vehicle and hit two parked cars on 21st Street.

Officers took the man into custody and arranged for him to have an OVI test. Officers booked Charles Lenegar into the Scioto County Jail for OVI.
Lenegar has previously been in Portsmouth Municipal Court on drug abuse charges, driving under an OVI suspended license, driving left of center, distracted driving, and failure to wear a seatbelt.
