Several individuals convicted of some of Scioto County’s most serious violent crimes—including murder and rape—are scheduled for parole hearings in 2025. The Ohio Department of Rehabilitation and Correction has announced tentative hearing dates for four offenders, and victim advocates urge survivors and concerned community members to make their voices heard.
Offenders Up for Parole:
- John Earwood
Convicted of aggravated murder, felonious assault, and vandalism in 1985, John Earwood was sentenced to 26 years to life, with an additional five years for vandalism. Earwood, now 70 years old, is scheduled for a parole hearing in September 2025.
- Inmate Number: A187399
- Mark Faulkner
Faulkner was convicted of rape in 2017 and sentenced to 10 years to life by Judge Howard Harcha. He becomes eligible for parole in June 2025.
- Inmate Number: A736998
- Larry Fulford
Fulford was convicted of murder in 1992 and sentenced to 20 years to life. His parole hearing is also set for June 2025.
- Inmate Number: A253243
- Wayne Parsons
Convicted of rape in 2015, Parsons was sentenced to 10 years to life by Judge Harcha. He will be eligible for parole in October 2025.

The Ohio Department of Rehabilitation and Correction’s Victim Services Unit works to notify victims of upcoming parole hearings or potential releases. If you are a victim or a family member of a victim in these or similar cases, you are encouraged to contact the department for support and notification services.
Public Input: How to Voice Concerns
