A Texas millionaire will spend the rest of his life in jail for his part in sex trafficking a 10-year-old girl. It only took a federal jury one day to convict 68-year-old David Keith Willis. Last October the jury convicted him of enticement of a child as well as one count of conspiring to obstruct justice. However, it took nearly a year for Judge Nelva Gonzales Ramos to hand down a life sentence.
In addition to the life sentence, the judge ordered Wills to pay $172,000 in restitution to the victim and $85,000 in fines. Willis is the founder and part-owner of Global Blue Technologies.
“For three years, this individual preyed on the innocence of our most vulnerable population relying on economic and psychological manipulation to control and silence his victim,” said Mark Dawson, special agent in charge of Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) in Houston. “With today’s sentencing, we have removed this predator from the community and sent a resounding message that we are committed to working with our law enforcement partners to aggressively investigate and prosecute anyone who seeks to exploit our nation’s children.”
Abuse Happened for Three Years
Wills and his girlfriend, Maria Candelaria Losoya trafficked the little girl between 2012 and 2015. The abuse started when the child was just 10 years old. The pair arranged meetings at several locations for Wills to sexually assault the child. Wills sexually assaulted the child at his and Losoya’s respective residences. Losoya also brought the girl to hotels and motels in the greater Corpus Christi area. The abuse continued until she reported it in April of 2015.
In exchange for raping the girl, Wills promised to pay the child’s college tuition. He reimbursed Losoya for expensive gifts to the child. Those included:
- iPads
- TVs
- Laptops
- Trampoline
- Swimming pool
- School trip to Washington, D.C.
When the girl reported the abuse, Wills conspired with a friend to get the laptop out of his home. Willis is a former executive director of four animal rescue organizations including the Humane Society of the United States
